Introduction

Scheme Manager Enterprise is an award winning internet hosted system, designed specifically to manage Energy Schemes such as EEC. It is fully tried and tested system which has been running in various configurations for clients, since 2002.

The system is accessible through the Internet which means that any appointed third parties can be given selective access to functionality.

Every transaction within the system is recorded as a journal, which provides a complete audit trail of the events on any particular job. This audit trail provides a full history of events, thus providing any user the information necessary to resolve any queries that may occur. Any type of document/image may be attached to a journal for future reference.

The system is both expandable and flexible providing a platform that allows future requirements to be met.

The system is robust having demonstrated a 99.991% availability 24/7 since 2002. During this time it has proven to be a reliable system producing accurate and auditable management reports.

System Architecture

The system is written in MS .Net and runs on MS SQL server database. Client workstations require an internet link and MS Internet Explorer v4.5 or better.
The Microsoft Reporting Server allows reports to be designed and run on an adhoc and/or a scheduled basis, with a variety of output formats.
The system has the ability to link with PDA’s and handheld windows devices for recording of field based activity such as surveys and QA’s.
The system links to the Royal Mail PAF for address and postcode validation.

A web service is available, to allow authorised users (such as installers) to upload and download information to and from their own systems.

Brief Overview of Workflow

Below is a brief overview of the main functions available, it is by no means comprehensive.

Job Management
Each property is recorded and validated as a unique job, with various information, applicant details, landlord details, additional correspondence details and various analysis headings such as property type, marketing codes etc. All data is validated and different schemes can have different validation criteria.

Documentation
Various documents can be produced automatically by the system such as customer registration letters.

Journals
Any action or change on a job, measure, survey, complaint etc is recorded as a journal within the system, with key information recorded such as who, what, when. In addition action Journals may be created which allow a thread of communication to be recorded, for instance an Installer could raise an action on the Operations team requesting additional costs for a scaffold tower, the team may reply requesting additional information and having received it approve the request, each of these would be recorded as set of linked journals.

Document and Image Archiving
Documents and Images may be stored against any journal. For example an image may be stored to support a potential safety issue that requires scaffolding.

Property Survey
Once the data is fully validated, a job will be allocated to survey. Allocation rules can be made based on the scheme, source of the referral, work volumes, pricing, postcode etc.

Survey results are recorded against each job with the recommended measures and the actual survey sheet may be scanned and attached.

Third Party Interface
Third parties may be given access to selected data and functionality within the system, either on line or via the web service and therefore be able to receive or send updates

Measures
Measures are then allocated to Installers. Allocation rules can be made based on the scheme, source of the referral, work volumes, pricing, postcode etc. Each measure carries funding from the scheme manager, the customer and any external funding sources such as Local Authorities or Housing Associations.

Pricing
Pricing rules can be made on a combination of Scheme, Installer, Property Type, Heating Type, and Carbon Savings.

Complaints
Any number of complaints may be recorded, monitored, analysed and resolved.

Quality Audits
Installers may log the fact that they have performed their own quality audit against measures. In addition the system can record the outcome of different audit types such as phone or a full on site inspection. Full audit requirements can be created using rules based on a variety of criteria and these are then allocated to appointed auditors in a similar manner to measures and surveys. The outcomes of audits are recorded and any remedial actions are tracked to resolution.

Questionnaires
Any number of questionnaires, such as Customer Feedback may be defined and analysed.
